The temporary facility would be built on land west of Lex's Café on Hove beach and would remain in place for up to five years if approved. According to the application, the project aims to create a "community-focused sauna and wellbeing facility designed to promote accessible physical and social wellbeing whilst supporting and enhancing the public use and amenity of Hove beach."

The proposed sauna complex would be a comprehensive wellness destination featuring two sauna buildings, changing rooms, an accessible toilet, site office, communal shelter, showers, and cold plunges. The facility would accommodate up to 18 users at a time, making it an inclusive space for both residents and visitors.
